The five Office of Procurement Regulation (OPR) exemptions are the sources of procurement corruption and now a Chief Procurement Officer (CPO) must be a person who is liable / custodial for infractions and fraud originating within the corporation. Yet we learn, as usual, that funds are rarely accessible though they are available. The judiciary then is the body to be empowered to enforce probity, honour and trust in the other institutions.
Hello Chris, the five exemptions are in the Central Tenders Board Act, not the new Public Procurement system.
