I have copies of articles on CL/CLICO, dated 30th March 2000, 30th Sept 2001 and 3rd Feb 2002. I can send them to you, if you can’t get them from the Guardian Archives.
The current regulator, the Central Bank, has often defended itself by saying that it only had oversight of insurance companies since about 2004/5. Assuming that they read the Supervisor of Insurance reports on CLICO for previous years, they had enough time (3-4 years) to bring about orderly, less stressful and dramatic changes to the problems at hand. Unfortunately, regulators always seem to be fighting the last crisis!

Thank you for bringing that up, Paulie C – whoever you really are – since I always thought that Felix Pereira was an excellent business writer whose skills/insights are needed more than ever at this time.
There is also an earlier article published on 30 March 2000, which sadly I never got to read but it dealt with CL Financial’s accounts for 1999.
One thing that Mr. Pereira’s article drives home (and the Ministry of Finance, Supervisor of Insurance and the Central Bank have ignored this) is that the problems with the statutory fund, the poor quality of assets pledged to the fund and defaults on inter-related loans has existed since the early – mid 90’s.
Everyone has a lame excuse to protect their lack of competence. Still, I have no expectations that anyone will ever be brought to account, or even punished, for the multitude of transgressions that have been committed. We will have to depend on the Bahamas and US for that. The whole CLF affair shows why Trinidad will never be a financial centre, who in the world will trust us to look after their money?
Now that I’ve gotten that off my chest I’d love to see the three articles you referred to.
Since the CLF collapse unfolded in public in January 2009, it has become obvious that Karen Nunez-Tesheira and Ewart Williams have a two-pronged plan for tackling this massive problem.
